My guess is that it's due to the fact that it provided cheap and limitless damage prevention at only 1 MU (and no Installation cost). Other damage prevention programs like "Force Shield", "Shield" and "Evil Twin" limit your total prevention to 2 damage per turn at 1 MU each; this forces the runner to decide on either an offensive or a defensive stratagy. Then Enterprise came along and now you no longer have to make compromise. Oh... and it's also Common, which mean everyone probably started using it. It would have probably been better if it said something like "Use this ability only once per turn." or make it 2 MU to balance it a bit.
